Rotating or static: pick by the target, not the price

Rotation protects you from per-IP rate limits. If a site allows a few hundred requests per address and you need ten thousand pages, spreading those requests across many addresses is the point. If instead you need to stay logged in as one user for an hour, a rotating pool works against you and a static IP is the right tool.
